    NEW DELHI, June 5 (Reuters) - A suspension bridge being built in India's poorest state collapsed for the second time in 14 months, with one person reported missing, Reuters partner ANI reported on Monday.

    The bridge was being built over the River Ganges in Bhagalpur district of India's eastern state of Bihar.

    Construction was scheduled to be completed in 2019 but faced multiple delays, including those caused by an earlier collapse on April 30 last year due to strong winds and rain.
    I never worked on a suspension bridge but I did build multiple steel and concrete bridges. Especially with a steel girder bridge it is hard to imagine how "wobbly" they are until all the pieces are in place. I remember walking out on a large fabricated long span girder on the top flange, before long it was like I was dancing----I dropped down and walked the rest of the way on the bottom flange

    Well, at least a train wasn't involved - cause it probably crashed before it got there (several hundred accidents occur every year on India’s railways).

    Hmm, was it due to faulty engineering or faulty construction? On second thought, maybe faulty materials. I wonder if we will ever know the truth?

    I watched it a number of times and I am far from sure but there seems to be a couple of questions in my mind:

    1. All the exposed rebar is clean---I did not see any that had pieces of concrete attached---that makes me question the concrete.
    2. The erection technique they were using is mostly passe. That can put undue stress on members during the erection process---but there is no way we can tell that.
    3. Cable-stayed bridges are a balancing act during construction. Clearly this thing lost its balance.

    Maybe it was all a test to determine the weight load of the bridge. That's how they do it, you know. Build a bridge and then drive more and more trucks over it until the bridge collapses, and then weigh the last set of trucks. Then, rebuild the bridge.

    It is very scientific.
