Now, we need to figure out why The United States, Land of the Free, has more people incarcerated per capita than any other country in the world. Those incarcerated people also represent the second largest numerical inmate population any where in the world other than China who is very slightly ahead of the U.S.
This is shameful! How can this be? What can we do to reverse this trend?
