I'm not following. Blackburn is talking about possible fraud and abuse in a federal contract. You are wondering the effect that level of fraud and abuse would have if spent in a different manner?
I guess I'm more interested in stopping this sort of waste than simply redirecting it towards a different goal.

It is $87 million dollars. I'm not trying to be flip but that's not a very big number. Normally, the budget is spoken of in terms of billions. Or trillions, recently. That's the level I can't comprehend. A trillion dollars. Just boggles my mind.
