    Bragging on Myself

    Last Friday night I had the pleasure of attending my department's annual awards banquet. I figure you all know what that is about, so I won't go into it here. The thing is, I had prior reservations and when I arrived I was seated at table #1, a table that had 10 seats. That table included my boss, the Constable, his second, the Chief Deputy, a State Representative, a County Commissioner (1 of 4 in the county) and a community leader. I was shocked! I was even more shocked when the Constable said a few kind words about me during his speech. This was the greatest honor of my career.

    There was a lot of power at that table. Harris County is the third largest county in the United States and the department is the largest Constable's office in the United States and the 14th largest law enforcement agency in the State of Texas at over 500 personnel. When I was first sworn in way back in 1981, we were a department of 45. What a change!

    I was surprised at the number of life saving awards and I was surprised at the number of awards for valor that involved shooting incidents. Proud of the deputies involved but dismayed at the number of incidents. We didn't have nearly as many during my career. It is because of crime moving into the county from the City of Houston. I am proud the new, young, guys are handling it well. That means our training division is doing its job. I was once responsible for that division.

    Remember, I retired at the end of 2014. I am still a reserve deputy, but it is mostly honorary due to my career.

    It did not sound like bragging to me either. For, it looks like our friend Mike is still appreciated for his hard work.

    No sir, Wayne Mack is a Montgomery County J.P. This is a Harris County gathering. The man you see in the center is my boss, Constable Mark Herman.

    Got it...The resemblance is remarkable...I've known Wayne since he first went to work in the 80's as the county janitor...He worked up to Director of the Montgomery County Custodial Dept, and at the same time put himself through the police academy...He served as a reserve deputy for Precinct 1 and a part-time sergeant for Conroe PD while still working for the county...Then he got elected JP in Pct. One and is up for re-election this year...A good man...

    Damn, that is a hell of a career climb for Judge Mack! He should be an inspiration for young folks in Montgomery County!

    He is...He's also a lay minister...He performed the civil ceremony when one of my nephews got married a few years back...Occasionally I attend the church where he is a member, but I've never heard him preach......Ben

    I saw a post from a member who will remain unnamed that was deleted just about as quickly as it was posted. It was a good question that I would like to answer. The question was "What is a Constable in your area". I hope this helps answer the question.

    The History of Texas Constables

    I might add that under the Texas Constitution, Texas Constables are full peace officers in the state, no different than the Department of Public Safety or county sheriffs. The main difference under the constitution is constables are not required to operate a jail. That is left to the county sheriff. Good for them!

    In Harris County, and other larger counties in Texas, constables offer complete law enforcement services. If anyone is interested, you can see the services offered by my department HERE. You will see we are involved in everything from Patrol, Family Violence, Victims Assistance, High Tech Crimes, Environmental Enforcement and much more. It is probably the same level, or higher, of services you expect from your own county sheriff's department.

    Very true...But that doesn't mean they can't have their own holding cells...I posted in an earlier thread where Montgomery County Pct. 4 Constable Rowdy Hayden has a cell his deputies built from Coca Cola machine cages...They need it for all the heavy traffic they have in east county meth dealers...

    In Pct. 1 here the lake patrol is assigned to the Constable's department also...Some of the county's formerly affluent drug dealers donated some really nice boats for them, although it was against their will I might add...I believe the flagship is a Boston Whaler......Ben
