    Known as "use it or lose it"----common in most all government spending areas---however the money never reverts to the true source--the people.

    In a former life, I always had crews available the last quarter of the fiscal year who could quickly "help" the Naval Air Station and Philadelphia Ship Yard meet their "spending goals".

    I didn't say what my position is---all I did was to share the "policy."

    My judgement "brush" isn't as wide as yours. I refuse to condemn one and all for reasons they may have no control over.

    With all due respect, the condemnation of all civil servants for no reason other than they are civil servants is at best unfair.

    Back when I was employed, my first elected official used to scrimp and save throughout the year trying to have some money to turn in at the end of the year thinking his display of fiscal responsibility would find him favor with the budget gods the following year. It never happened, we were lucky they didn't cut our budget since we didn't spend it all.

    The next elected official scrimped and saved the first couple of years so that we could spend whatever excess funds we might have left at the end of the year on things we really needed but couldn't get budgeted for. That didn't win us any friends, either. Then, we learned the magic of government budgeting. Submit your budget request and take what they give you without too much of a fight. Do what you need to do during the year and if the budget runs over, who cares? The budget gods just added money to cover the overage at the end of the year.

    Now, recognizing the old ways weren't working, the budget gods do a better job of providing what is needed up front. Even better, they allow the departments to carry over any savings into the next year(s) allowing the department to save for capital expenditures. It seems to be a better way.

    I understand full well how federal programs work and will be happy to whip out my federal contracting dong to compare to yours. I also acknowledged that I crossed the line in my condemnation and may have even apologized.

    But Im sorry, but if you don't understand the difference between some petty bureaucrat crying foul because the poor ukrainians money would be lost BACK to America and your local womens shelter losing its federal grant because the end of the fiscal year is coming, then you are a bridge to far on this topic. We have lots of stuff we agree on to argue about elsewhere.

    No actually our Trump supporters as you refer to them and of which I am one have continued to say repeatedly that we prefer Trump with all of his personality disorders his warts and everything else to the socialist Ultra left-wing crap load the Democrats have as candidates for president.     I don't stop in often, but was wondering what the huge discussion on the impeachment would be.
    1. Why is Trump being impeached for something that happened in July, yet, Pelosi said they have been working on the impeachment for two and a half years?
    2. With all the time and money spent on Mueller, how come not one thing from his report is involved in the impeachment proceedings?
    3. If the House and Schiff are so concerned about having a fair discovery, why did they go to such great lengths to control any questions that might expose a lack of guilt by Trump? And, why did the Schiff hearings appear like they were four year olds playing Candyland, that whenever things weren’t going the way they wanted, they changed the rules?
