    Paying the ransom...

Not a good trend at all...This will only encourage more thieves...The death penalty is strongly advised here, and entirely justified in my opinion as essential city services were curtailed, thus willfully endangering many lives...And to make it worse:
The city hopes the hackers will provide a decryption key — meaning there’s no guarantee that that will happen.

Never, no matter what is at stake, pay a ransom. If you do, it will never end.

That's a hard call to make but it's the right one.

Paying up was never even considered as an option when they got me.

    Does make one wonder

The jerks did get into my back-ups but that is were they got stuck----they could only encrypt the last back-up and both my backup services had multiple back-up files. In the end I lost very little data.

Is there no way to track down the miscreants and drag them on a chain behind a car?

I put this perps in a long line along with other “untouchables” such as the 7 or 8 guys responsible for the unwanted billions of spam calls on my phone and to everyone else too, the guys flooding my computer with spam, and the nerds sending out destructive computer viruses just for the fun of it seemingly without any effective official response. There needs to be a secret Mission Impossible team formed somewhere to dispatch squads to deal surreptitiously, summarily & informally with a few of these social parasites. In my scenario “dealing” would mean such that others of the same ilk would get the message. “Dragging behind a car” would be only one method to get the news out. Certainly computer highjacking for ransom would be high on the list. Perps in Russia can be “reached out and touched” and should be.

The formal justice system is ill equipped to handle everything.
