I hope I didn't but I think I did. Some government officials in California proposed to pay criminals not to commit crimes. I don't think I could make this up. What's next in California are they going to tell you how many times a day you can take a dump and I'm not kidding.

There was in fact a program like that before, probably in Cali. but I don't remember. Trouble is when the inmates lost the bet? if you will, they never paid back the money, imagine that. As far as flushing the toilet that will probably come to fruition also, if everybody flushed the toilet at the same time we'd get sink holes.

I just read that statistically recidivism rates for felons in the U.S. are 85% over nine years.
