Dual language requirement for Emergency services?

In Oregon Forest fire fighter supervisors MUST speak Spanish as well as English.
If only one person of a crew speaks only spanish----the supervisor MUST speak Spanish also-----or be replaced. Oregon will not require their firefighters to speak English.
Saw this as a news story on the internet---repeated from Fox News. Someone tell me this is BS.
So things like "The tree is falling on you", "come up out of the ravine" and "The roof is falling in on you"--- have to be repeated in two languages?

Ah the depths we have fallen to should be apparent by now. Its not how well a person does the job that matters, its how many different languages one speaks. Screw em, let the whole state burn then. That is just plain stupid.
