Well the part I agree is not going to war over Otto.
As for the other part that sanctions work, I disagree with. Now all you got to show me is where Japan and SK are on board and I agree with you once again.
Read the Wiki piece, but my reading still suggests our missile defense even against a small rogue state like North Korea is pitifully unreliable. We cannot get them going up in boost phase, we cannot reach them in mid-flight going over, and it is highly unlikely we would be lucky enough to get them coming down. An EMP (the worst and most damaging scenario) extra-atmospheric interception is not even discussed as a possibility in the literature.

The only viable possibility, development of long-range & space-based beam weapons, has been nixed by opposition to funding by the John Kerry's & you-know-who's for decades. Refer to the OP for cites on this one.
We are currently open to nuclear blackmail by a squatty little degenerate precisely because we did zip to prepare against the obvious and inevitable end game of access by such to modern weaponry. What, we thought we had the only keys to modern technology? Surprise, the Iranian Mullahs are right behind the NORKs and have a missio-from-Allah to pave the way for the return of the Twelfth Imam. We did not keep up and we are in the sad state of calling our tormentors names or watching them do what they do or test Armageddon.
You know....if I was a pissed off North Korean madman, and had a hydrogen bomb, I would simply Fed Ex the dang thing to Trump Towers, New York City ...... sadly, I don't
Joe, I can't attest to the level of effectiveness of our anti-missile systems. My point was more to your hanging all the blame on the dastardly Democrats----who in the final analysis were only at the same party as a lot of other causes---like treaties and even Republicans.
