My experience is Naval Aviation.. Squadron reports to a Wing... like Roosevelt reported to Strike Group.. the major plan of movements and actions is by direction from the Strike Group. The Skipper of Roosevelt (and all commands /ships in the Strike Group )should have been speaking to the Admiral and/or his Chief of Staff several times a day.
The fact that the Strike Group Admiral was not included in the email was intentional.. something happened, there is an issue between the Captain and the Admiral. If the uniformed USN conducts a proper investigation, both the Captain and the Admiral and the Chief of Staff will be asked this.
Dave, yes, the email violated protocol on a number of levels and the Skipper was in error to have sent what he sent, how he sent it and to whom he sent it. (Was he sacrificing his career for the welfare of his crew.) And he should have known that he would be held accountable for the email.
Note.. Chief of Staff (Chief Staff Officer) is the person who runs the day to day operations (communication , administration) for the Group. My experience was 6-8 squadrons reporting to a Wing, Wing had a staff with maintenance, operations and administration just like the squadrons and all directives filtered through the Wing.. I’m sure a Strike Group is the same.
I frankly have not followed this story very closely and have basically reacted on an emotional level. But I can tell you based on what my son told me who was an officer in the Navy recently that breaking the chain of command is the quickest way to get busted there is. Now that he is a patrol commander in the police department the same applies there also.
I agree on all three points, Joe...It was the same in the USAF using the same terminology...My previous research into WWII showed that ship terminology varied somewhat from aviation-speak, in the same manner as the black shoe Navy differed from the brown shoe Navy...For instance destroyer squadrons (which still exist today) were under the command of a Task Force and were subdivided into divisions which were assigned to Task Groups, all of which were under the command of the Task Force...
Each squadron, division, wing, group or force has its own commander, each of which occupies a link in the chain of command...That chain is as strong as its weakest link...The real weak link was the acting SecNav who, in my opinion, had no place in the chain...In the end, we're all on the same team with the same goal line...:march:...Ben
